Sa connaissance des structures gouvernementales a aid\u00e9 \u00e0 atteindre les objectifs de sant\u00e9 publique au sein des nations pendant son mandat en tant que conseiller au m\u00e9canisme mondial de coordination pour les MNT et en tant que gestionnaire de programme pour la pr\u00e9vention primaire des MNT et conseiller r\u00e9gional pour la lutte antitabac \u00e0 l&#039;OMS. Le Dr Ogwell Ouma a \u00e9t\u00e9 le directeur fondateur des MNT au minist\u00e8re de la Sant\u00e9 du Kenya et a \u00e9galement cr\u00e9\u00e9 le Bureau des relations sanitaires internationales.
