Mubiligi is the Executive Director of Partners In Health (PIH) in Rwanda. Trained as a Medical Doctor at the University of Rwanda. Dr. Joel also holds a Diploma in Tropical Medicine from the London School of Tropical Medicine and Hygiene. He started working with Partners In Health in 2011 where he led the decentralization and integration of HIV, NCD, mental health, oncology and surgery interventions within the Northern District of Burera &#8211; whose public health system serves a catchment area of over 300,000 people.
