Dr. Joel M. Mubiligi is the Executive Director of Partners In Health (PIH) in Rwanda. Trained as a Medical Doctor at the University of Rwanda. Dr. Joel also holds a Diploma in Tropical Medicine from the London School of Tropical Medicine and Hygiene. He started working with Partners In Health in 2011 where he led the decentralization and integration of HIV, NCD, mental health, oncology and surgery interventions within the Northern District of Burera – whose public health system serves a catchment area of over 300,000 people. Prior to his appointment to his current role as Executive Director, Dr. Joel oversaw all PIH clinical activities and implementation research in Rwanda which serves a catchment area of close to 1,000,000 people and supported the translation of best practices into national policies and protocols.
